If you have read a tender notice in Ethiopia, you have seen requirements like “GC-3 and above” or “BC/GC Grade 1–5”. These codes describe a contractor's registered category and grade. Here is what they mean and why they matter.
Who Registers Contractors?
Contractors are registered and graded by the federal ministry responsible for construction — today the Ministry of Urban and Infrastructure — or by the relevant regional authority. Registration requires proof of financial capacity, equipment, professional staff and experience.
The Main Categories
| Code | Category | Typical work |
|---|---|---|
| GC | General Contractor | Civil construction including buildings and roads |
| BC | Building Contractor | Building construction |
| RC | Road Contractor | Road construction |
| SC | Specialised Contractor | Specialised works, such as electromechanical |
Grades 1 to 10
Grade 1 is the highest and allows the largest contracts; Grade 10 is the smallest. Each grade has its own requirements for capital, equipment, experience and qualified staff. A contractor can apply to move up a grade as its capacity and track record grow. (Value thresholds are revised from time to time; confirm current figures with the ministry before relying on them.)
Why It Matters to Clients
- Public and donor tenders set a minimum category and grade, so only qualified contractors can bid.
- Private clients can use the grade as a first filter of a contractor's capacity.
- Accountability — registration names a responsible technical manager.
What the Grade Doesn't Tell You
A grade confirms capacity on paper. It does not guarantee quality on your site. Always check recent projects, the team assigned to you and the contractor's quality and safety systems.
